Permits and the Code
Ramps and accessibility structures are not on the City of Ottawa's published list of projects that need a permit, and they are not on the list of projects that do not need one either. The City's deck page says a deck at the main entrance needs a permit, so ask Building Code Services how a ramp and landing at your entrance will be treated before work starts.
The Ontario Building Code sets a maximum slope of 1 in 10 for an exterior ramp serving a house (Article 9.8.5.4) and a minimum width of 860 mm (9.8.5.2). A landing is required at the top and bottom of any ramp steeper than 1 in 50, and wherever a door opens onto the ramp (9.8.6.2). Handrails are not required on a ramp serving a single dwelling unit that rises 400 mm or less (9.8.7.1); ask the City about handrail requirements if your rise is greater than that.
Ask each contractor to put the same things in writing: the ramp length and number of landings, whether handrails are included, the surface finish, any permit fees, patching or finishing at the entrance, and the start and completion dates.
