What Accessible Kitchen Changes Cost in Ottawa, and What May Help Pay for Them
We found too few published prices for accessible kitchen changes to show a range, so this page sets out what a quote should separate, the permit position, and the programs that list kitchen changes. Each program decides who is eligible.
1 What published guides show
Ask for a quote that separates cabinets, counters, plumbing and electrical.

2 Programs that may help pay
- Home Accessibility Tax CreditHousehold appliances are not eligible.
- Ontario Renovates (City of Ottawa)Lists height adjusted countertops among eligible accessibility modifications.
- Home and Vehicle Modification ProgramLists rearranging, lowering or raising kitchen equipment and cupboards.
- Ontario Seniors Care at Home Tax CreditSee its conditions
The CRA's medical expense examples include "lowering kitchen or bathroom cabinets" for a person with a severe and prolonged mobility impairment. Household appliances are not eligible for the Home Accessibility Tax Credit.
Each program decides who is eligible and what it pays; nothing here is subtracted from the price. Checked September 2026.
3 Plan the order
Some programs will not pay for work done before they approve it, so the order matters.
- Get written quotes. Price, scope and dates, in writing. March of Dimes: from a registered medical vendor, supplier or contractor. Ontario Renovates: verified project quotes.
- March of Dimes: apply, then wait for authorization. No repayment for costs before it.
- Ontario Renovates: apply, then wait for approval. Work before approval is not eligible; open until March 31, 2027.
- Settle the permit question. Replacing cabinets in place does not need a permit; if a sink moves, ask the City about the plumbing line.
- Sign a written contract, then start.
- Keep invoices and receipts for a tax claim. The CRA decides each claim.
4 The rules that apply
"Replacing kitchen or bathroom cabinets (provided plumbing fixtures remain in same location)" is on the City of Ottawa's list of projects that do not need a permit. Moving a sink is not a replacement in place, so ask the City about the plumbing-alteration line.
5 What a fair quote lists
- Cabinets and counters, as separate lines
- Any plumbing moved, and who asks about the permit
- Any electrical changes
- Patching and finishing
- Start and completion dates
Ask before you sign
- Does any plumbing move?
- Which parts are cabinets, and which are appliances?
- Will you give me a written quote I can send to a funding program first?
Questions
Do I need a permit to lower kitchen counters?
Replacing cabinets where the plumbing stays put is on the City's no-permit list. If the sink moves, ask the City about the plumbing-alteration line.
Does a new wall oven count for the Home Accessibility Tax Credit?
Household appliances are not eligible. The CRA decides each item of the renovation work around it.
