Ontario Regulation 209/01 exempts stair lifts in private dwelling houses from TSSA oversight, unless the owner asks in writing for the regulation to apply. That opt-in exists.

What the opt-in means

We found no official source that explains why an owner would make that request. What the sources do say: when a device is regulated, TSSA describes its role as reviewing design submissions, licensing elevating-device contractors and mechanics, inspecting, and investigating incidents. The Regulation also does not apply to lifts for persons with physical disabilities that rise 600 mm or less and are not accessible to the general public. TSSA's own page notes that exempt devices may still be regulated by other entities.

Whether a home that is rented, shared or partly open to the public counts as a private dwelling house is decided by TSSA's questionnaire.
